That sounds like a system to show descriptions based only in what the skill does...
Interesting... maybe it's something that we'll see in GW2?

While I'm really glad they're fixing the skill descriptions to make them more concise, I can't help but wonder: Why now? Why bother fixing it when the game isn't going grow anymore (as in, no more campaign/expansion)?
I suggested they do this long time ago (before Nightfall), and general consensus of people on GWO was that I was being too nitpicky and that Anet had better things to do. Well, ok. I thought (back then) that making skill description less vague would be better for the game (and its upcoming campaigns) in the long run. But people didn't agree. Fine.
But now there's no more "long run" for the game to get better for. I have to say I see no point in it. Oh well, maybe they have too much free time.

The are many answers, and all of them are simple:
- Because there's nothing else left to do with their current resources on GW1.
- Because there will never be more skills and now they can make a system that works for all of them.
- To help people get used to the new system we'll see in GW2 (like with the WADS walking option we already have).
- Etc.

The concise skill descriptions have been in there for a while. I think they're used on dev. Remember the update that "broke" Twisting Fangs?

Easy, to make users start to get used to the new system. Like the 'do not walk by clicking' option.
So we get used to move by using the WADS, the arrows or by holding Both mouse buttons (Click and hold Right mouse button, then click and hold left mouse to move the best moving method I know).

Yeah well the "no click-to-walk" option has been there LONG before the idea of GW2. Besides, I don't see any reason why GW2 won't have "click-to-walk". It doesn't make a game better (by not having it), it's just an option people can use instead of using the keyboard.
And judging from the dev's comments regarding GW2, they make GW2 because they want the game to be less complex (they said the skill and profession system of GW made the game more and more complex with each expansion, skill, and profession that came out). So I'd imagine GW2 has a lot less amount of skills; there's really no need for us to get used to "anything".
i.e. Did we have something to prepare us for GW1's skill description? Nope.

Yup, but until some time ago, there were no way to deactivate that move-by-click.
And sometimes you moved with accidental clicks.
Since that addition, people that choose to move by keys or by mouse button only can deactivate it to prevent accidental moves.
Same with double clicks and autoattacks.

Yes, I do. It is quite possible they're "field testing" some ideas for GW2 in GW1. I personally suspect PvE skills and fixed skillbars (as seen with junundu, norn blessings, siege devourer) are such proofs-of-concept.
However, I don't expect to see those exact skills in GW2, the similarity is more general. That's why I think it's no use looking in the GW1 dat file for scoops on GW2.

Yup. Although the content will never likely be the same, the system can be tested in GW1.
The Xunlai Marketplace thing could have also been a system tested.
